Government integration

AI Integration for Government

Connect government cases and documents through explicit source authority, evidence freshness, controlled access and reviewable administrative outcomes.

Government AI integration should preserve the authority of each source and the accountability of each decision. A document can be received, readable and relevant without being verified against the official register. An authenticated applicant can still lack authority to act for the organisation named in an application. A technically successful data exchange does not resolve either issue.

This guide helps Saudi government technology teams and digital-service owners define AI-assisted case and document exchanges. The central artifact is an evidence contract: which system may establish a fact, how current that fact must be, who can use it and what happens when sources disagree. The AI integration and delivery service scopes those boundaries around an existing public-service workflow.

Start with the administrative decision and its evidence sources

Name the decision that remains with the authorised agency officer or approved administrative process. AI may classify attachments, extract candidate fields, prepare a source-linked summary or identify missing evidence. None of those functions automatically grants it authority to approve an application, alter an official register or communicate a final determination.

For each fact used in the case, distinguish the applicant's assertion, a document's extracted content, the issuing body's verified response and the officer's decision. Store their relationships instead of overwriting all four with a single “verified” value. A confident extraction can accurately read an outdated document; extraction quality and current official validity are separate questions.

Define the minimum necessary exchange before requesting broad access. A source service that confirms a status for a named case may be more appropriate than copying an entire register into a retrieval index. Access granted for one service should not silently become permission for unrelated search, analytics or model training.

Use the Saudi digital-government framework at the right scope

The Digital Government Authority's Digital Transformation Basic Standards, version 4.0, section 5.13.2 addresses government-agency linking to shared systems and services, including implementation plans and operational reporting. The agency should map the applicable requirements and provider conditions to its actual service. This is government-sector context, not a claim that the same obligations apply to every private AI project.

When an established shared service is involved, obtain its current onboarding requirements, permitted use, interface specification and support arrangements. Product names in an architecture diagram do not establish approval to connect. Confirm which party issues credentials, accepts the integration, approves changes and handles a rejected or unavailable request.

Record the difference between authentication and authority. A successful identity check establishes the result supplied by that identity service. The receiving application still needs the relevant representation rights, case access and action permission. Do not let an AI-generated interpretation of an applicant's role replace those controls. The access-control guide provides a more detailed implementation treatment.

An evidence contract for a multi-agency case

Proposed government case evidence contract
FieldDecision it supportsFailure handling
Case and revisionIdentifies the application version being reviewed.Do not apply a decision to a materially changed submission without the agreed review.
Subject and representationIdentifies the person, organisation or asset and the applicant's permitted role.Route ambiguous identities or representation to an authorised check.
Source authorityStates which register or issuing organisation establishes the relevant fact.Keep conflicting sources separate until the responsible owner resolves them.
Evidence version and timeShows what was known and whether it satisfies the service's freshness rule.Revalidate expired or superseded evidence before the relevant decision.
Permitted useLimits retrieval, display and onward sharing to the approved purpose.Reject unsupported secondary use; do not broaden scope through a model instruction.
Outcome and reasonRecords the actual source response or administrative action.Separate unavailable, not found, denied and confirmed states.

The contract should identify a responsible owner for every unresolved condition. “Manual review” without a queue, access rights and a response procedure merely relocates the integration failure. Make it possible for the caseworker to see the source evidence and the reason the system stopped, without requiring access to unrelated records.

Worked example: a source register changes during review

Consider an illustrative permit-like application P112 referring to asset M8. The application is on revision 2. The agency's approved source exchange confirms asset record revision 5, and an officer reviews the associated evidence. Before the final action, the source register issues revision 6, dividing the old asset into two successor records.

The AI summary may still correctly describe what revision 5 contained, but it no longer establishes which current asset the application concerns. The integration should detect the material version change through the supported source mechanism or a defined revalidation step. It should preserve the earlier evidence and ask the authorised owner to resolve the successor relationship.

Do not pick the first new record, copy the old decision to both successors or present the split as an automatic rejection. Those actions require a rule and authority beyond document interpretation. Once the officer confirms the appropriate scope, record the decision against the relevant case revision and current evidence references.

If a later source request times out, keep the difference between “source unavailable” and “asset invalid”. The applicant should receive the agency's approved status communication, while the operations team receives the technical exception. A retry strategy must respect the source service's rules and avoid creating duplicate administrative actions.

Design document handling without losing the original record

Keep an immutable reference to the received item and track derived representations such as OCR text, translated text and extracted fields. A correction to OCR should not silently replace the original attachment. Record the reason for the correction and who approved it when it affects a case decision.

Arabic and English names, seals, dates and document identifiers need representative testing. When a document contains both calendars or inconsistent dates, preserve the source values and apply an approved interpretation rule. The model should identify ambiguity rather than choosing a date merely because it makes the application appear complete.

Protect the document-to-action boundary. Text inside an attachment is evidence to be processed, not an instruction to change workflow permissions or send records elsewhere. Limit extracted values to an agreed schema and validate them against source and application rules. Guardrails implementation describes how to place checks around input, tools and downstream actions.

Give every acknowledgement a defined meaning

A shared service may acknowledge transport, accept a request for processing or return a final business response. Document those meanings in the interface contract. Keep the agency's case state separate from a remote job state so that the service can explain why a case remains pending even when all network requests succeeded.

Use stable correlation references and supported status queries to reconcile uncertain exchanges. If the final action creates an official record, agree how to detect whether that record already exists before repeating a submission. The API-first integration guide covers the contract questions; event-driven integration covers delayed messages, ordering and replay where those patterns are used.

Do not expose a source provider's raw error text directly to the applicant. Preserve detailed evidence for authorised operations staff while using the agency's reviewed communication. A technical stack trace, an internal identifier or another person's record must not leak through an AI-generated explanation.

Agree acceptance on both sides of the exchange

The source provider and the consuming agency should accept different evidence. The provider can confirm that the consumer uses the supported request, identity and response contract. The agency must also confirm that the returned fact is attached to the right case and interpreted under the right administrative rule. Passing a provider's connectivity test does not complete that second review.

Record how each party communicates interface changes, revised evidence meanings and temporary limitations. A field can retain its name while its interpretation changes, so compatibility review should examine meaning as well as format. Identify who updates the case mapping and which existing cases require revalidation. Include an agreed reconciliation contact and sufficient references to investigate a disputed exchange without distributing complete case files to every support participant.

Accept service continuity and reviewability together

Test changed case revisions, withdrawn documents, source-register corrections, access denial, unavailable shared services and delayed outcomes. Include a caseworker who did not build the integration. They should be able to identify the current case, inspect the evidence available at the relevant time and understand why the next action is allowed or blocked.

The agency needs a controlled fallback during outages. Define which tasks can continue, which decisions must wait and how manual actions are reconciled when the interface returns. Avoid treating every outage as permission to bypass the missing evidence. A continuity process should preserve the authority and recordkeeping requirements of the service.

Measure unresolved evidence age, source-response categories, duplicate administrative records, cases awaiting revalidation and the time to restore a consistent state. The audit logging guide supports reconstruction, while integration testing turns these conditions into release evidence. Set thresholds through the agency's service owners rather than borrowing a generic AI accuracy target.

FAQ

Your questions, answered.

Does successful digital identity verification allow AI to act on a government application?

It establishes the identity result supplied by the relevant service, not every downstream authority. The application must still check representation, case access and the permitted action. Keep these decisions separate and record their outcomes. An AI interpretation of a role description should not grant rights that the authoritative control process has not established.

How should government AI handle an unavailable source register?

Preserve an unavailable or unresolved state and use the agency’s approved continuity procedure. Do not translate a timeout into “not eligible”, “not found” or a final rejection. Give operations the technical evidence and provide the applicant with reviewed status wording. Resume the decision only when the required evidence or an authorised alternative is available.

What if an official source changes after an officer reviews a case?

Determine whether the change is material under the service’s evidence rules. Preserve the reviewed version, obtain the current reference and route material differences for revalidation before the affected action. Do not silently overwrite the old evidence or copy the decision to a different subject. Record the final action against the relevant case revision.

Can documents shared for one public service be reused in a general AI search index?

Do not assume that permission transfers. The agency should assess the approved purpose, source agreement, access restrictions and applicable data obligations for the proposed reuse. A narrowly scoped confirmation may satisfy the original service without authorising bulk replication. Design secondary processing as an explicit decision rather than a hidden integration side effect.

Which evidence proves a government case integration is reviewable?

A reviewer should be able to identify the application version, source facts, timestamps, extraction corrections, permission outcomes and final authorised action. Keep originals and derived content distinguishable. The evidence should explain what was known at the time and why the process continued or stopped, without relying solely on an AI-generated narrative.

What should an agency bring to an AI integration scoping meeting?

Bring a masked case history, a list of authoritative systems, relevant access agreements, the current decision procedure and known exceptions. Include the owners who can approve source access and administrative changes. A demonstration request alone is insufficient to establish which records may be read, which actions may be executed and what counts as acceptance.
