Improve the public-service task

AI for Saudi Government Entities

Design government AI around authoritative guidance, distinct application states, inclusive access, accountable procurement and evidence of service quality.

AI in a Saudi government entity should improve a defined public-service task while preserving the authority, records and access arrangements on which that service depends. A helpful answer is not an accepted application, and an accepted application is not an eligibility decision. Keeping those states clear is essential when an assistant sits between a beneficiary and an official process.

This guide is for service owners, digital teams and programme sponsors considering AI-assisted information, preparation and coordination. It uses a fictional research-grant information service to examine the operating decisions. The example is not a description of an actual government programme. Related Saudi AI authority guides explain the technical concepts and regulatory questions in more detail.

Start with service quality rather than the number of AI features

Saudi Arabia's Digital Government Strategy for 2025–2030 places emphasis on integrated, user-centred services and service quality. The Digital Government Authority's study on generative AI examines the technology in the government context. These references provide direction for evaluating a use; they do not establish that every proposed assistant is required or that a particular supplier is approved.

Translate the service objective into an observable problem. Applicants may repeatedly ask which supporting documents are needed, misunderstand a programme condition or be unable to locate the current guidance. An assistant could help with those tasks. It would not necessarily fix an unclear policy, an unavailable submission portal or a backlog of decisions requiring specialist review.

Choose the unit of success before selecting technology. A correctly resolved information request, a complete application prepared for submission and an official decision are different units. Measuring them together can exaggerate benefit and obscure where the service still fails. Define the point at which the AI-supported task ends and the next accountable process begins.

Separate information, preparation, submission and decision

In the illustrative grant service, the assistant explains published guidance and helps an applicant identify missing preparation items. The official portal accepts submissions and issues its own acknowledgement. The authorised programme team assesses eligibility and makes decisions through the established process. The assistant must not collapse these roles into a conversational statement that implies approval.

Distinct states in a fictional grant-service journey
StateEvidence of that stateWhat it does not establish
Information suppliedAn answer linked to current approved guidanceThat the applicant meets the conditions
Preparation checkedA checklist against the stated informationThat documents have been officially submitted
Submission acceptedThe official system's acknowledgementThat the application has been approved
Decision issuedThe authorised decision recordAny broader entitlement beyond its stated scope

Use clear language at every transition. “Your documents appear ready for the next step” differs from “your application is accepted.” If the assistant cannot verify submission status, it should say so and direct the person to the authorised status route. A generated reference number must never be presented as an official receipt.

Define the authoritative sources and their lifecycle

Identify who owns the service guidance, how revisions are approved and when they become effective. The assistant should distinguish current instructions from archived material, draft policies and explanatory documents that do not carry the same authority. A retrieval system can find a relevant passage while still finding the wrong version or a document for a different programme.

Record the source scope in a form the service team can maintain: document owner, version, effective period, audience, programme and replacement relationship. Decide what happens when guidance is withdrawn or two approved sources appear to conflict. The system should surface an unresolved conflict instead of combining the passages into a persuasive but unsupported rule.

For the grant example, a change to an eligible application category may affect answers, preparation checklists and queued drafts. Updating the source repository alone may not update every cached or previously generated artifact. The release process should identify which outputs need refresh and how the team confirms that the new guidance is actually being used.

Design a useful answer with a defensible boundary

A good service answer identifies the relevant rule, explains the next practical step and states any material limit. It should avoid unnecessary legalistic language while preserving conditions. If the question depends on facts the assistant does not have, ask for the minimum necessary clarification or direct the applicant to an authorised human channel.

Consider an applicant asking whether a proposed research activity qualifies. The assistant may explain the published category and identify the evidence the programme requests. Unless the service has explicitly authorised and validated a different role, it should not issue an eligibility determination. The answer should make the distinction clear without leaving the applicant with an unhelpful refusal.

Evaluate the answer against the original source and the intended task. A fluent response that omits an exception can mislead more effectively than a visibly incomplete one. Test whether the assistant explains when it cannot establish an answer, and whether the suggested next step is actually available to the user.

Make inclusion part of the operating design

Public-service access needs more than a capable language model. Examine how people with different levels of digital familiarity can understand and complete the task. A service that works only for users who know the official terminology may fail precisely where assistance is needed. Test ordinary descriptions, incomplete questions and requests that mix several concerns.

Provide a supported alternative when the assistant cannot help or the user needs another channel. Preserve context where appropriate so that the person does not have to repeat the entire interaction. Define what information can be passed to the receiving team and how the user understands that handoff. An alternative contact link is useful only if the associated process is staffed and maintained.

For Arabic and English, compare the meaning of conditions, deadlines and next steps. Do not assume that a translated answer carries the same administrative implication. The bilingual workflow guide helps structure source and language handoffs, while Arabic quality evaluation addresses performance beyond surface fluency.

Distinguish public information from protected service records

An assistant answering from public guidance has a different information boundary from one reading an applicant's private file. Map the data required for each task and avoid connecting personal records merely because they might make answers more personalised. Establish how identity, permissions and purpose are verified before introducing record-specific responses.

Evaluate the proposed deployment against the entity's applicable requirements with the responsible specialists. The NCA controls guide, Saudi personal data protection overview and data residency and localisation comparison address separate questions. A general statement that a system is hosted locally does not settle access control, provider support, retention or the handling of data in every component.

Test refusal and separation as deliberately as useful answers. A user should not obtain another applicant's information through a conversational request or a misleading document. If a support team needs to investigate an issue, define the permitted evidence and access route. Debugging convenience should not silently expand who can see service records.

Keep procurement evidence tied to the service requirement

Specify the task and its acceptance criteria before evaluating supplier demonstrations. A generic chatbot demo does not prove understanding of the entity's source hierarchy, applicant journey or integration constraints. Ask suppliers to show how the proposed design handles a changed condition, an unavailable source and a request outside the permitted service scope.

Identify the applicable procurement route and required approvals with the entity's procurement team. The Etimad and AI procurement guide addresses the relevant platform context. Do not assume that a technology pilot removes ordinary purchasing responsibilities or that a vendor's presence on a platform proves suitability for the proposed work.

Separate reusable product capability from project-specific delivery. The proposal should explain which functions already exist, which require configuration or development, who owns the source preparation and what evidence will support acceptance. Include the operational handover, update process and exit arrangements so that the service does not depend indefinitely on an undocumented supplier intervention.

Build an evaluation set around public-service consequences

Include common enquiries, incomplete questions, conflicting documents, outdated guidance, inaccessible records and attempts to obtain an unsupported decision. Define the expected behaviour for each case. Some cases should produce a bounded answer; others should request clarification or refer the user to an authorised channel. A test set containing only answerable questions rewards overconfidence.

Have the service owner validate the expected outcomes. Technical teams can measure retrieval and response behaviour, but they may not have authority to interpret a programme condition. When the expected answer is disputed, resolve the service question before treating the model's output as wrong or correct. Keep the disputed case visible as evidence of a policy or guidance issue.

Test the complete journey where integration is included. An accurate checklist followed by a failed submission link is an incomplete service experience. A correct status answer based on stale data can still mislead. Record the source and system states used in evaluation so that results are understood within their actual conditions.

Plan for peaks, deadlines and service interruption

Demand may concentrate near a programme deadline or after a guidance change. Estimate the volume of enquiries, the proportion requiring human support and the capacity of that support route. Faster AI responses can increase the number of cases reaching a constrained downstream team. The service plan should consider the whole journey rather than assuming that front-end automation removes every bottleneck.

Define behaviour when a dependency is unavailable. The assistant may still explain general published information while being unable to confirm application status. Make that difference visible. Avoid presenting an old status as current merely to keep the conversation flowing. A limited but accurate service can be preferable to an apparently complete answer without evidence.

Prepare a recovery process for source errors and incorrect messages. Identify affected outputs where possible, determine the appropriate correction and verify the service before restoring the full scope. Use AI incident exercises to rehearse uncertain situations, including a guidance revision close to a deadline, without claiming that a tabletop proves technical recovery.

Measure outcomes without shifting the denominator

For an illustrative trial, suppose 80 information requests are assessed: 50 receive a correct bounded answer, 20 are appropriately referred because the question requires an authorised judgement, and 10 need correction. The 20 referrals are not automatically failures, but they are also not 20 decisions completed by AI. Report the categories and their definitions instead of calling all handled conversations resolved.

Evaluate the user journey after referral. A correct handoff that leads to an unmonitored inbox may fail the broader service goal. Track whether the receiving process can act, while keeping its performance distinct from the assistant's contribution. This allows the entity to improve the right part of the service rather than optimising a conversational metric in isolation.

Include source freshness, unsupported assertions, inaccessible evidence and unnecessary personal-data requests in the review. These measures illuminate different failure paths. A high satisfaction score can coexist with a misleading answer, so combine user feedback with substantive assessment by the responsible service team.

Prepare handover and long-term ownership

Name the owner of service content, technical operation, evaluation, access and incident decisions. A single programme sponsor cannot perform all these tasks personally. Make the handoffs and escalation routes practical, including cover for absence and the process for changing scope. The service should remain understandable when the original project team moves on.

Handover evidence should include the approved source inventory, configuration, accepted test cases, known limitations, monitoring definitions and instructions for restricting or stopping the service. Demonstrate that the receiving team can perform a source update and verify its effect. A folder of documents is not sufficient if no one can use it to maintain the real workflow.

For a defined information, knowledge or coordination service, explore AI solutions. Where existing systems must be connected, use AI integration and delivery. Bring the service journey, authoritative sources and decision boundary to the first discussion so that the project is scoped around accountable public-service outcomes.

FAQ

Your questions, answered.

What should a Saudi government entity automate first with AI?

Start with a defined service problem supported by authoritative sources and a clear decision boundary. Information retrieval or preparation may be suitable, but an assistant will not automatically solve unclear policy or a downstream decision backlog. Define the accepted unit of work and the accountable process that follows it.

Can an AI answer confirm that a government application is approved?

Only an authorised decision and its official record can establish the relevant status. An information answer, preparation checklist and submission acknowledgement are distinct states. The assistant should describe the state it can actually verify and avoid generated reference numbers or language that implies an unsupported approval.

How should government AI handle conflicting guidance?

Identify source ownership, version, effective period and scope. Surface unresolved conflicts and route them to the responsible service specialist rather than combining passages into a new rule. Keep the affected answer or checklist within a justified boundary until the interpretation is resolved and the relevant sources are updated.

What makes a government AI evaluation set useful?

Include ordinary questions, incomplete requests, outdated or conflicting guidance, inaccessible records and attempts to obtain an unauthorised decision. Validate expected outcomes with the service owner. Some cases should lead to clarification or referral. Test the complete journey where integrations are included, with source and system states recorded.

Does local hosting settle all government AI data questions?

No. Hosting location is one part of the deployment assessment. Access, support arrangements, retention, logs, connected components and applicable requirements still need examination. Assess the specific entity, data and workflow with responsible specialists rather than relying on a broad supplier statement about local infrastructure.

How should Arabic and English government AI answers be compared?

Check the administrative meaning of conditions, deadlines and next steps, not only fluency. Both versions should preserve the same decision boundary and source authority. Include ordinary wording and mixed concerns in testing, and provide a supported route when the assistant cannot resolve the user’s need.

Are appropriate human referrals failures in an AI service trial?

Not automatically. Their meaning depends on the intended task. In the illustrative 80-request trial, 50 correct answers, 20 justified referrals and 10 corrections should be reported separately. The referrals are not 20 AI-issued decisions. Evaluate the receiving process as well, since a correct referral can still lead to an ineffective service handoff.

What should a government entity receive at AI handover?

Receive the approved source inventory, configuration, accepted tests, limitations, monitoring definitions and operating instructions, with named owners. Demonstrate source updating, verification and service restriction using the receiving team’s access. A documentation folder alone does not prove that the entity can maintain the deployed workflow.
