Construction information control
AI Agents for Construction
Use an RFI agent to assemble controlled revisions, expose unresolved design questions and trace responses into verified site implementation.
A site team finds that an approved drawing and a recently answered request for information appear to conflict. The immediate need is not a confident construction instruction. It is a clear account of which documents apply, what changed, who is authorised to resolve the discrepancy and whether work should proceed under the project’s established controls.
For Saudi contractors, developers and project-management consultants, an AI agent can help assemble that account. A useful first scope is RFI and submittal coordination: retrieving controlled evidence, preparing a focused question and tracking the response to the correct discipline and work package. The agent should reduce document-search friction while preserving engineering approval, contractual authority and site safety responsibility.
The document number is only the beginning
Construction information carries several dimensions: project, discipline, location, work package, document number, revision, status and issue purpose. A file with the correct title can still be unsuitable for the task. A superseded drawing, a preliminary design and an approved-for-construction revision should not be treated as equivalent search results.
Start with the common data environment or other controlled repository. Establish which fields determine whether a document may support a particular action. The agent should retrieve the relevant revision and show its status, not merely return the most semantically similar page. If the repository contains conflicting metadata, open a document-control exception.
Keep the project’s authority matrix alongside the information model. A consultant response may clarify design intent without approving a cost change. A site instruction may require a separate contractual process. The agent must preserve these distinctions when summarising correspondence, particularly when a message includes several topics.
Use the agent to formulate a better question
A weak RFI asks someone to “please clarify” and attaches a folder. A useful RFI identifies the exact location, the observed discrepancy, the relevant document references, the decision needed and the effect on the next planned activity. The agent can help prepare this structured question from authorised records and staff observations.
Require the originator to verify the factual observation. A photograph may show a condition, but its date, location and relationship to the work package must be established. The agent should not infer dimensions, hidden services or structural adequacy from an image without an appropriately validated and authorised capability.
Separate a proposed resolution from the evidence of the problem. The contractor’s suggestion can be included as a labelled proposal, with the responsible engineer’s review. It must not become the default instruction simply because the agent presents it neatly. The output should make the unresolved engineering question easier to answer.
For contractual interpretation and formal correspondence, the legal and contract agent guide explains review boundaries. This construction workflow should prepare the relevant records and flag the need for the contract administrator, rather than determine entitlement or issue a binding notice on its own.
Track the response into the work package
An answered RFI is not necessarily a closed issue. The response may require a revised drawing, a new submittal, procurement changes or a site briefing. Define which downstream evidence is needed before the project considers the issue implemented. Closing the communication thread too early can leave the original discrepancy in use.
Connect the response to affected document revisions and activities. Keep a distinction between answer received, answer reviewed, revised information issued, affected parties notified and implementation verified. Each transition has an owner. The agent can maintain the dependency list and prepare follow-up tasks, but the project team determines technical acceptance.
| Response consequence | Evidence to prepare | Accountable role |
|---|---|---|
| Design clarification | Response and current referenced documents | Authorised design reviewer |
| Material substitution | Approved technical submission and linked product details | Design and procurement approval roles |
| Potential time or cost effect | Relevant chronology and contract references | Contract administrator or commercial owner |
| Site implementation | Issued information and verification record | Responsible site and quality roles |
Do not let the agent translate an engineering response into unrestricted instructions to subcontractors. Release through the project’s existing communication and approval procedures. The human-oversight guide helps specify what reviewers see and which decisions remain theirs.
Worked discrepancy: an answer cites an old revision
Illustrative project scenario: an RFI response cites drawing revision C. The controlled repository shows revision D as the current applicable issue for the work package. A subcontractor asks the agent which detail to build.
The correct behaviour is to expose the mismatch and route it to the authorised discipline owner. The agent should not assume that the RFI overrides D, or that D automatically invalidates the response. That relationship depends on the project’s authorised information and decision process. The proposed output is a concise discrepancy note with both references and the exact unresolved detail.
Assume the team tests 30 historical RFI chains, including 6 with revision conflicts. These are illustrative evaluation quantities. Review the 6 conflict cases separately and require the system to preserve the uncertainty until an authorised resolution exists. An average summarisation score across 30 chains would not show whether the important conflicts were handled correctly.
Then add an instruction in an attachment telling the agent to ignore approval status. It should remain untrusted content and must not change tool permissions. Test whether the agent can create a draft escalation while being unable to publish a construction instruction. The capability boundary should be visible in the attempted operations.
Keep code information and compliance approval distinct
The Saudi Building Code Center’s description of SBC 302 includes construction requirements and inspection-related topics. A project agent may help locate applicable approved references, but retrieving a code passage is not an engineering compliance determination or an inspection approval.
The responsible professionals must establish which codes, editions, project specifications and approvals apply. Record that basis in the project knowledge set. Avoid allowing a broad internet search result to override the controlled project requirements. When the agent cannot establish the governing reference, the uncertainty belongs in the response.
Safety-critical work needs the project’s established permit, method statement, inspection and supervision arrangements. An agent can prepare a document checklist or identify a missing approval, but it should not authorise unsafe work, certify structural adequacy or replace a competent site assessment. The boundary should be specific to the chosen workflow and enforced in its tools.
The acceptance artifact: a response-to-implementation chain
Ask for a demonstrable chain from the original issue to its final authorised disposition. It should include the originating observation, documents consulted, draft RFI, approvals, response, affected revisions, downstream tasks and evidence of closure. Reviewers should be able to see where the agent helped and where a person made a decision.
Use cases with similar drawing numbers, different zones, withdrawn submittals, conditional approvals, bilingual correspondence and missing attachments. A reply saying “approved subject to comments” must not be reduced to “approved”. Preserve conditions in the task list and prevent dependent work from being marked complete without the required evidence.
Test access across contractors and packages. A subcontractor’s legitimate access to one issue should not expose another party’s commercial correspondence. The project’s information-sharing rules need to carry through retrieval and generated summaries. A convenient shared index is not a reason to erase contractual boundaries.
The audit-trail guide covers supporting records. Here, the critical reconstruction is what revision and approval state were available when the agent prepared or released a communication. Retain the evidence needed to answer that question under the project’s agreed records policy.
Measure coordination quality, not just faster drafting
Track time to prepare a complete RFI, requests returned for missing context, missed revision conflicts, unowned downstream actions and reopening after premature closure. Compare similar issue types and project stages. A fast response on an easy architectural query is not a meaningful comparator for a complex multidisciplinary issue.
Use cost and schedule measures carefully. An agent may reduce preparation work, but project delays have many causes. Record whether a proposed benefit concerns staff time, fewer document errors or a demonstrated reduction in a particular handoff delay. Do not convert every hour saved in correspondence into an equivalent reduction in the critical path.
The procurement agent guide covers supplier and purchasing workflows. Link the RFI result into procurement only after the relevant technical and commercial approvals; a revised specification can affect existing orders, lead times and approved alternatives.
Start with one discipline and a controlled repository
Choose a work package with consistent document metadata and a team willing to review exceptions. Begin with retrieval and draft preparation before permitting any approved publication action. Expand only when revision handling, conditional approvals and cross-party access have been demonstrated on realistic cases.
Open for AI’s AI agent development service can be scoped around project knowledge and coordination support, with integrations and permissions agreed for the project. To scope a construction RFI agent, bring a redacted RFI chain, its drawing revisions, the authority matrix and an example that was closed before implementation was complete. These show where better evidence can shorten coordination without bypassing engineering or contract responsibility.
